Problem Statement

The D.C. Department of Insurance, Securities, and Banking (DISB) was facing significant challenges in navigating its complex regulatory environment, which included issues such as low public awareness, barriers to accessing services, underutilization of available resources, and questions about the relevance and effectiveness of its offerings. DISB needed a strategic approach to better understand its ecosystem, enhance its operational effectiveness, and ensure that its services were meeting the needs of the District’s residents in a meaningful way.

Background

DISB is the District of Columbia’s regulatory agency responsible for overseeing the insurance, securities, and banking industries within the city. Symphonic Strategies was engaged to conduct an ecosystem mapping process for DISB. 3. Development of the Current Ecosystem Map: Based on the information gathered from the Deep Dive sessions, Symphonic Strategies developed a visual representation of DISB’s current ecosystem. This map highlighted the strategic challenges identified during the assessment, including issues related to awareness, access, utilization, relevance, and effectiveness.

4. Strategic Road Mapping: The final phase involved developing a strategic roadmap to guide DISB in addressing the identified challenges. This roadmap included specific recommendations and potential next steps, such as enhancing outreach efforts, improving access to services through technology, and increasing collaboration with community partners.
